The wedding runs much smoother when there is a rehearsal because everyone will know what to do, when to do it, and where to be. They know what is expected of them. Without a rehearsal, people could be all over the place and nobody knows what to do next. A dinner usually proceeds or follows th rehearsal as a thank you for the people in your wedding. It's also a good time to relax together and get to know each other better.

If you are having a ton of bridesmaids and groomsmen (more than 2 each), readers, and lots of ceremonies (unity candle, sand etc.) Have a rehearsal. The people need to know what to do. If you think that they can manage without a dry run then you can skip it.

You only need a rehearsal if your ceremony requires it. If it's simple, I'd skip the rehearsal and the dinner and save yourself some money. Or if money isn't an issue, I'd just have the dinner for your close friends and family.
